After upgrading to current gnome-terminal, custom terminal titles now
appear heavily corrupted, with almost any non-alphabetic character
replaced with an unusual symbol or with nothing. For instance, / gets
replaced with what looks similar to a comma.

I think this might actually be caused by upgrading fonts-cantarell (which
doesn't happen often). Closing all terminals and opening a new terminal
session should resolve this.
