Dear maintainers,

When a new user is added, his xfce4 profile uses the default system
keyboard layout, but the „Use system defaults“ switch in layout settings
is turned off. It should be turned on. When I want to add or change a
keyboard layout for the first time, it is necessary to turn on the
switch and then turn it off for the layout change to work.

This problem occurs after fresh installation of Debian 11 and does not
depend on the keyboard layout selected during installation.
