When installed packages are proposed to be removed from unstable or
stable etc, it would be interesting to have a notification from the
how-can-i-help too. For architecture-specific removals, the
notification should only happen if the installed binary packages are
from the architecture to be removed.

Some exceptions to this might be:

 * versioned packages like python2.6/2.7.
 * transitional binary packages
