Hi,

While working on a fix for bug #1002477, I noticed that the current
implementation and my to-be proposed fix don't look up if build-needed
is in the set of restrictions for the following cases:

* the --override-control option of autopkgtest
* additional restrictions passed to autodep8

As I think my to-be proposed fix is better than the status quo, I
think I'm going to pursue that solution for now, but I wanted to
record this behavior already.
