There are several issues which may or may not be related. I have included
everything as one because I think they all reflect the same underlying bug or
related ones.
I have been trying to get streaming working from vlc. The problem I was seeing
seemed to come from transcoding, so I tried conversion instead and had similar
problems.
Under Tools, Preferences, All, Stream output, Sout stream, Transcode, I looked
at my configured Audio encoder. It was set to Theora video encoder. This is an
odd default and I am fairly sure I did not set it so. This may somehow be
related. I set the Audio encoder to "Automatic", save. This step is to make
sure your preferences don't let the process work.
Next I used menu Media, Convert/Save, selected a file (a .flac file, but I also
tried a .wav), click the Convert/Save button, select Profile "audio - Vorbis
(OGG)", pick a Destination file ("foo.ogg"), then click the "Start" button. The
file is created in a second or two but has zero size. The Messages at Debug
level
If I go to Preferences and change the Transcode Audio encoder to match what I
wanted for the output (in this case Vorbis Audio encoder), the conversion
process works as expected.
This was also true with streaming. If the Transcode Audio encoder setting under
preferences does not match what I wanted for output, there is no stream. If I
set the Transcode Audio encoder setting to match what I choose for profile
(e.g. mp3) streaming works.
Odd things happened with some settings. If I set in preferences the Vorbis
Audio encoder then tried to convert a .flac file using the .mp3 profile under
conversion, I got a non-zero-sized file but it would not play.
