In the last release of telegram, support were added for a new kind of channels (they were unjoinable before) that implements DRM, by preventing from transfering, copying or downloading material on them.

When opening videos there, there is no download button, and the message cannot be transferred.
Telegram being centralized, it is understandable that Telegram may forbid or stop from reposting stuff, however, once the material is on the computer, by the virtue of free software, it should be possible to export it away from the program. Either there is special obfuscation techniques, including but not necessarily, encryption, and then this new release of telegram includes nonfree, hence nondfsg, software, either the video is somewhere in cleartext with a simple flag to change to allow its export.
What I expect is the ability to get those medias outside of telegram (by what is called «downloading», although once the media is viewed on computer, it is very likely already downloaded, at least in part (given how a connection can be poor, possibly in full), on one’s RAM)), by finding and disabling the (anti)feature that has been added for this.
If such thing is made especially difficult to revert, it is obfuscation, hence nonfree, and what allows access to these channels should wholeheartly totally removed from Debian, by virtue of the DFSG, showing to ppl that the technology (DRM) that enables such behavior from a program is impossible from the Free World.
