The homepage URL listed in debian/control is
https://github.com/SpiderLapbs/ModSecurity, which doesn't exist.
debian/watch correctly uses https://github.com/SpiderLabs/ModSecurity,
so I guess it's just a typo. Please fix the homepage URL.
