I asked Thomas on mentors:
"Why do you upload this when there is a kernel implementation and therefore this package was already removed?"

The answer was:
"Unlike the other user-space implementation libusrsctp, the SocketAPI (this package) on top of SCTPLIB provides a full
BSD-style sockets API. That is, it allows to build and run "normal" BSD socket applications with user-space SCTP. This
is the main purpose for using SCTPLIB/SocketAPI."

I do not object but maybe someone has more insight into this.

The current packaging effort is on mentors, which is a version of https://github.com/dreibh/socketapi with stripped
changelog.
