Since the upgrade of openssh, paramiko is no working
see #1915 issue upstream

This problem has been solved with 2.9 paramiko version
Could you please upgrade paramiko to at least 2.9

I am able to use paramiko 2.8.1 with openssh 8.9p1-3. But anyway, I am
packaging 2.10.3 in https://salsa.debian.org/santiago/paramiko/

Any objections to merge related branches?
