cracklib2 fails to build from source on musl-linux-any, because it does
not detect gettext. As a result, its locales are not installed and that
makes debhelper barf. The actual issue is to be found - and has been
fixed - in the relevant autoconf macros. What needs to happen here is to
select those fixed versions. Please consider applying the attached
patch.
