I think the current version of /etc/yp.conf is as:

... which says:

#		broadcasting on the local net (which is the default).

... but, as of Bullseye, /usr/share/doc/nis/NEWS.Debian.gz says:

  Finally, ypbind does not start in broadcast mode automagically anymore,
  if you need broadcasting use the -broadcast command line option or add
  broadcast to the /etc/yp.conf file.

I believe the NEWS file is right and /etc/yp.conf could use an update.
