Since pythran seems to be buildable also without xsimd, I would ask
you to use this as a fallback on platforms where xsimd is not
available. This would allow dependent packates (like skimage) be built
on all platforms.

skimage is one of the basic scientific Python packages which is
expected to be available on all platforms.
