It appears icinga-php-library 0.9.0 may have a dependency on icingaweb2 2.10.2 which is currently blocked from Debian testing.

icingaweb2 is hopelessly broken since the transition to php8.1 (#1000474).

icingaweb2 2.11.0 will support php8.1 but there is not planned release
date yet.
