Thank you for your bug report!

The FTBFS is caused by my oversight when packaging
golang-github-getkin-kin-openapi 0.97.0-1 where I forgot to change the
dependency from golang-gopkg-yaml.v2-dev to golang-gopkg-yaml.v3-dev
after changing the version number.

The fix has been uploaded as 0.97.0-2 (before I saw this bug report),
and I'll be closing this bug report shortly.

We believe that the bug you reported is fixed in the latest version of
hugo, which is due to be installed in the Debian FTP archive.
