ukui-session-manager installs its policy configuration for polkit <= 0.105
in /etc/polkit-1/localauthority/50-local.d/, which is a location that is
intended to be reserved for the sysadmin's local configuration.

Distribution vendor defaults for polkit <= 0.105 are meant to be installed
in /var/lib/polkit-1/localauthority/10-vendor.d/ instead, which allows a
local sysadmin to override them by writing files into
/etc/polkit-1/localauthority/. The systemd and flatpak packages are good
examples of setting this up correctly.
