Fixed by installing dpkg-repack. So maybe this is just a dependency issue?

--no-install-recommends? This is not the default behavior and highly
discouraged. You will need to find the solution by yourself like in this
case.

That being said, having a better elaboration that dpkg-repack need to be
installed could be better. Thus I am downgrading the severity to wishlist.
