There is no way to invoke "safe-upgrade" command from aptitude TUI.
It only provides "full-upgrade" command (in menu and as shortcut "U").

Maybe a new menu item and a shortcut should be added for "safe-upgrade"?
Or "U" replaced with "safe-upgrade", while "full-upgrade" given a new
shortcut?
Or a dialog could ask which type of upgrade the user wants to invoke?

Yes, that's a good idea. Maybe I or Y (just beside U on most keyboard
layouts).

I don't think that's a good idea as it breaks current TUI workflows
and the muscle memory of users.

Neither that, for the same reason.
