tabular is a dependency of newer versions of watchman which I want to
adopt and update.

Note that the rust teams' policy is only to file bugs for rust crates if they are binary ones (e.g. /usr/bin/foo).
It's not wrong; you can leave those open for now. Since most members on the rust team are kinda busy I'd suggest to look into whether you want to package those crates yourself. Usually it's straightforward; if you're interested you can look into it here <https://blog.hackeriet.no/packaging-a-rust-project-for-debian/> .
