Kind of related to #95369, but it would be nice to be able to tell
arpwatch that a given range of IP addresses are dynamically assigned
from DHCP.  It would then be able to do things like only report new
ethernet addresses within the dynamic range and not report each new
MAC/IP combination or changes in IP/MAC mapping.
