Please, separate debhelper things to separate module, to allow install it without
whole -dev suite.

For now, it is not possible even to run debclean on own modules without nginx-dev
and all its dependencies and building package inside pbuilder is tricky too as it
requires --use-pdebuild-internal (which skips some important steps).

BTW, today i finally decide to switch all my modules (packages) to your "new"
build system and it works great, good job ;-)
