Dear Maintainer,

For the package libtcl8.6, we have noticed that it does not contain a Debian DEP-5 format copyright file.
Is it possible for this to be updated to DEP-5 and also add license information that is missing?

This is checked in Debian Bullseye version. Bookworm and trixie versions also has the same issue.
