I am no longer willing to spend any time for stuff related to Hashicorp.
Therefore I orphan this package now.

The golang-github-hashicorp-terraform-svchost package is only used by

golang-github-hashicorp-terraform-registry-address-dev

which is not used by anything in Debian.  I suggest both packages could
be removed from the archive.  Let's start with raising the severity of
this bug, and cc debian-go@ to see if any discussion happens (hopefully
no).  I think we can re-assign as RM:RoTeamM to ftp.debian.org later.
