gst-plugins-bad1.0's elements_netsim build test began failing sometime
after July 6 but before August 15 because of a change in its build
depends.

Control: severity -1 important

I don't see this happening on the Debian buildds from looking at a few old logs.
Not sure if it's fixed or if it was specific to some buildd configuration, but
for now let's downgrade the bug.
