Dear Maintainer,

Ever since upgrading to bookworm, vlc has been presenting its
interface in my secondary locale. I can remediate this as follows:

  LC_ALL="garbage-value" vlc

Using a valid value for LC_ALL, ie. en_US.UTF-8, does not fix the
issue.

The only other command for which I've noticed a similar issue is the
'su' command of debian package 'util-linux'.

I am unable to reproduce the issue in testing/sid. Do you still see this
issue? Though I doubt that issue has anything to do with vlc. Between
3.0.18 and 3.0.21 I don't see any changes that could have fixed this.
