Dear Maintainer,

When the Preferred theme is set to modernized or modernized_cms, no .css
file can be found, resulting in bare-bones page without stylesheets.

It seems unlikely this will be fixed on the existing MoinMoin
install, and on any migration target the problem will vanish.
