Hi,

I get `Message Sequence Chart (chart)` when applying `file` to the
changelog of the `mscgen` package.
For other Debian changelogs, `file` seems to have a much more reasonable
output saying it is UTF-8 text.

I suspect this is why `diffoscope` uses a `hexdump -C` based diff when
doing delta's for the `mscgen` changelog.
