open emacs and type Ctrl-X CTRL-F – open dialog starts at ~/
kill buffers *GNU Emacs*, *scratch*, *Messages* and try again
to open a file with Ctrl-X Ctrl-F – open dialog starts at /usr/bin

the open dialog always should start at ~/ if no fle is opened
