Tor has a mechanism to prevent DoS attacks as much as possible, but it
requires adding the `--enable-gpl` parameter to the build. Use `tor
--list-modules` to verify the inclusion of `PoW: yes`.

$ tor --list-modules | grep pow
pow: yes

In versions of tor on debian oldstable/stable/unstable.

So the feature is enabled on debian at some point in the 3 years since
this bugreport was filed.
