I asked upstream[1] whether they will support 32bit architectures any more.
The answer was:

    I don't mind dropping 32-bit architecture.

So please remove the according binaries from the Debian package pool to
enable migration of the latest upstream version.

package nitime is an arch all package. It can not be removed from single
architectures.
So I am closing this bug again.
