     does not have a Release file, and has a file called
     Archive-Update-in-Progress-sallinen.debian.org
     that was last updated on 2024-02-06 16:33:51

     This makes that snapshot unusable.

     All the other snapshots from 2024 I looked at are in the same state,
     but with different dates.

How so?

What you described sounds like the expected state to me.

Release files aren't at the root, they're under dists/*/, and the AUIP
file is there because the snapshot import runs as part of the "archive
update" on that host.
