Halloy is an open-source IRC client written in Rust, with the Iced GUI library.
It aims to provide a simple and fast client for Mac, Windows, and Linux
platforms. It supports many IRCv3.2 capabilities, SASL, DCC Send, and so on.

It will be maintained under the Rust team umbrella, but as a separate repository
for simplicity, keeping internal crates in the workspace.
