Mouse wheel and modifier key are captured by applications.
This makes using the zoom tool less convenient and intuitive.
If a user changes the zoom, the focused application is scrolled
at the same time.

Steps to reproduce:

* Install xorg
* Install cinnamon
* Enable Desktop zoom
* Open any application with scrollable area or just minimize size of the settings dialog
* Zoom in and notice scrolling in the application

The problem exists both with Alt and Super modifier.

With Super modifier it's even more problematic, because the Start/Main Cinammon menu is
activated right after exiting the zoom, because it captures the modifier too.

Note: Cinnamon is running on X11.
