I just installed the vice package with
sudo apt install vice.

Then try to start it with
x64sc
command.

Then I get the following output:

Have a look at /usr/share/doc/README.Debian and
/usr/share/doc/README.ROMs: VICE comes without the copyrighted ROM
binaries for the KERNAL, BASIC and so on. You must install it yourself.

It can be clearly seen in your logs that this is the problem:

 As noted by Spiro, this bug is invalid. Package documentation states
that ROM files can't be distributed due to their non-free licence. You
need to get those by yourself.
