After three years of testing in unstable, I think it's time to enable
merged pdiffs also for testing*.

Also do remember about all the other suites (-updates,
-proposed-updates, -backports, -security), as well as updating the
documentation for when it'll be time to create forky.

This got enabled in the main archive at some point:

adsb@coccia:~$ dak admin s-cfg  get testing merged_pdiffs
merged_pdiffs=True

It's still disabled on the security archive though.
