Please get rid of the vendored debian/pcre3.
There is an upstream pull request that can be of help with this by building with pcre2.

Unfortunately the upstream PR is not ready, as mentioned there it needs
extensive regression testing on multiple platforms, including various
version of Windows and OSX, and so far nobody has stepped up to do
that.
