UPnP doesn't work in versions 3.00 and up. This issue isn't specific to me as
other people are having this issue
(https://github.com/transmission/transmission/issues/1254) and I tested this
with another torrent client.

Lowering severity has this does not have "a major effect on the usability of
[the] package", in my view.

Can you explain how this is tested and in which manner this fails?

Can you confirm 4.0.6+dfsg-3 also does not work?
