OpenBSD apparently got around producing a manual page for hostapd.conf.5 which would be nice to add to the Debian package.
It however comes with a caveat: OpenBSD apparently implemented an include option that doesn't exist upstream e.g.
include "/etc/hostapd.conf.local"
Which would also be nice to implement in the Debian package.
