#1080401 "make check" is flaky, regularly FTBFS

the package regularly fails to build.
Looking at those build logs, it appears that they all fail in "make
check", which suggests that the test suite is flaky.
It often helps to give back the package 2 or 3 times.

Please easier make the test suite more reliable or disable it.

Some concerns were raised to me in private regarding the severity of
such bug reports and whether they should be RC or not.

In case of nbd, it doesn't make a huge difference, it being a key
package and thus not being subjected to autoremovals from testing.

Those repeated build failures/unreliable builds are certainly annoying.
That said, whether I would remove a package from testing for that, I
dunno (probably not).

Wouter, if you prefer to keep this issue as non-RC, I don't mind
personally if the severity is downgraded.

Fwiw, I quickly asked on #debian-release whether it is ok to file such
issues as RC and I got one positive response. But there is certainly
some room for discussion here. I do think it makes a difference, whether
packages fail to build regularly or only rarely, whether they fail to
build on official buildds or more "exotic" build environments.
