Dear Maintainer, hi!

I've been using universal-ctags recently and I saw it's not entirely up
to date. I can help to maintain if it's okay for you (i.e. add myself as
uploader). Right now, I'm one of the curl maintainers and I'm helping on
pkg-security team.
