... Perltidy installation does not require
Unicode::GCString, so users wanting to use this feature need set
this flag and also to install Unicode::GCString separately.
So perhaps Debian could have, and Recommend or Suggest, such a package.

Unicode::GCString is already available in Debian; it's part of the libunicode-linebreak-perl package.
