I have a menu

AddToMenu Apps "Applications" Title
+       "XTerm"                 Exec exec xterm
+       "Rxvt"                  Exec exec rxvt
[...]

When I press the button to make the menu appear and release it
over XTerm, xterm is not always started. This issue occurs on
my two machines.

I am unable to reproduce this in fvwm3 (didn't test with fvwm). Are
you able to reproduce this issue with fvwm3? if so file a bug with
that package (though it will get more traction if you file an issue on
github[^1] since this isn't about the Debian package).

With fvwm version 2 no longer being developed non RC bugs will not be
fixed. I will keep fvwm around for users who don't want to move to
fvwm3, but only RC bugs will be dealt with.

I have not upgraded yet, and I don't think that my current config is
compatible with fvwm3 as FvwmM4 seems no longer present (I'd like to
get rid of m4 anyway, which I started to use in 2000).
