dhcp-helper successfully cross builds a broken package, because it
simply does not honour any DEB_HOST variables and builds for the build
architecture instead. I'm attaching a patch to make it use cross tools.
More generally, I recommend using debhelper which would make the bulk of
this patch unnecessary.

please find (dgit) patches attached to use debhelper v13 instead of
building without debhelper. This simplifies the packaging setup and
should improve the cross-build situation (#1086388) and also enables
rootless builds (#1089312).
