   * What led up to the situation?
    I don't know for sure, but it looks like I've changed from stable to unstable (sid).

   * What exactly did you do (or not do) that was effective (or
     ineffective)?
    Press the Fn + BRIGHT_UP or the Fn + BRIGHT_DOWN key combinations

   * What was the outcome of this action?
    A brightness indicator (slider) is drawn at the bottom of the center, but the brightness of the display itself does not change. The brightness slider behaves in the Quick Access panel (where sound, network, performance mode) behaves in the same way.

   * What outcome did you expect instead?
    Changed brigtness of the display. Btw, the brigtnessctl programm does work fine.

I think I made a mistake with the gnome package. The problem was solved automatically, after updates appeared for systemD, which also had udev.
