Dear Maintainer,

as a partial solution to the split request please move the python scripts
/usr/bin/{ntpq,ntpmon,ntptrace} from ntpsec to the python3-ntp package.
They need the ntp python library anyway and the size is neglectible.
And the ntpsec package depends on the python3-ntp package,
so they will be installed anyway.

These client tools are usable by itself, so there is no need for the deamon
running (or to disable other time services).
