I am confused by the package name 'paperutil'. To me it suggests
utilities to handle things with paper, e.g. default paper sizes like A4.

Would a name like 'minecraft-paperutil' make more sense?

Just like the Paper server is usually called PaperMC, since "paper" is a bit of a generic term, could you maybe rename this package to "papermc-util" or something like that?

There is not much value in having a downloader for a compiled binary.
It would have to go to contrib.
Please package https://github.com/PaperMC/Paper instead.
