Dear Maintainer,

I found a minor GUI bug where the Character Encoding combo box doesn't show
that anything is selected.

Steps to reproduce:

- Launch the pluma text editor.
- File -> Open
- The Character Encoding combo box doesn't show that anything is selected. In
earlier versions of pluma (confirmed on Devuan Jessie, pluma 1.8.1), the combo
box defaults to the first choice "Automatically Detected". Internally, the
first choice IS selected, but the GUI doesn't show it.

I have downloaded the code, found the cause, developed a proposed fix, and
posted an issue with the proposed fix (including its side effects) at the Mate
desktop's Pluma project on github.

I have not yet created a pull request on github, since I haven't figured out
how yet.

I didn't know that I should have posted the bug in Debian first, and let the
maintainers contact the Mate maintainers.

If I want to fix this in the distribution that I use (Devuan Daedalus), which
is based on Debian Bookworm, should I create a patch and submit it to the
Debian Bug Tracking System?
