Connecting my Debian testing disk after about 3 months of not using it.

Did sudo apt udpate; sudo apt upgrade ....

It looks like the problem is not that the server is down, but that the requested versions does not exist.

All of this points to your apt using outdated indexes.

For example, libselinux1-dev in "testing" is at version "3.7-3+b1",
not "3.7-3".

I would suggest you find a support channel like the debian-user
mailing list or #debian on IRC to debug your issue there. It does
not look like a general problem with ftp.debian.org.

It is fixed now.
I did nothing to fix it (except apt update, but I was doing that a few times before).
Seems it was a temporarily situation.
