Connecting my Debian testing disk after about 3 months of not using it. * Paul Dufresne <dufresnep@zoho.com> [241218 06:51]: [..] [..] All of this points to your apt using outdated indexes. For example, libselinux1-dev in "testing" is at version "3.7-3+b1", not "3.7-3". I would suggest you find a support channel like the debian-user mailing list or #debian on IRC to debug your issue there. It does not look like a general problem with ftp.debian.org. Chris

I did nothing to fix it (except apt update, but I was doing that a few times before). Seems it was a temporarily situation.
