This modifier-state race was fixed upstream by e083e3c (#315), first included in Debian 9.3.3-1.
I reproduced stuck Ctrl in 9.0.0-4 using a controlled VT-switch test. Debian 10.0.4-3 and current upstream main
correctly clear the modifier state under the same conditions.
