Dear genders maintainers,

not placing the Debian packaging files under `debian/` breaks most
standard Debian tools, for example `dch`, `wrap-and-sort`, `gbp` and
Salsa CI.

The MR available at

https://salsa.debian.org/bpellin/genders/-/merge_requests/2

moves the packaging into the `debian/` directory and marks the Git
repository as an "overlay" (i.e. a repository that does not
contain the upstream sources).

what can I do to make this change go forward?

BTW, in the meantime genders has NMU'd (1.27-3-3.2), but that version
has not been incorporated in the Git repo on Salsa. I'm happy to help
you incorporate that NMU and the rebase this patch on top of the NMU
version, just let me know.
