SDL's new shadercross library and utility
<https://github.com/libsdl-org/SDL_shadercross> relies on Microsoft's
shader compiler library for many of its shader format conversions.
I don't think I am ever likely to have the necessary knowledge or time
to maintain that library (it's a fork of LLVM, so it's likely to be
gigantic), so I'm opening this as RFP rather than ITP so that it can be
recorded as a blocker for a RFP bug for shadercross.

This is several yak-shaves down the dependency stack for libsdl3-ttf,
although I'm hoping it might be possible to bypass the dependency on
shadercross by patching libsdl3-ttf to use a different shader compiler.

Hello,

I was unlucky with Debian Sponsorship so I ended up packaging it
directly for Ubuntu.

If someone still wants this package on Debian, I'm okay maintaining
it, but since I'm not a DD I'll need sponsors.
